The Item Upgrader in World of Warcraft
The War Within introduced Valorstones, and Harbinger Crests as two currencies to upgrade equipment. These can be exchanged at the item upgrader NPCs, Cuzolth and Vaskarn.
Each item may be upgraded up to its maximum level only once for the slot. Upgrades to that slot are then cheaper following. The pity system, introduced with The War Within, also reduces the extreme variance of upgrades.
Upgrades
Upgrades are components that improve performance or add new features. Upgrades can be purchased or earned through a variety of methods like in-game events or cash shop items.
Upgrades are only available for specific items. Unlike enchantments which can be applied to any item but upgrades are only available to the item they are attached to. Therefore, an upgrade can only be applied to a weapon when it already has the equipment of players. Certain items can be upgraded more than once, providing a greater benefit to the player.
Upgrades are a fairly new mechanic that was introduced in patch 4.1.0. The upgrade system allows the player to add additional improvements to their equipment to increase it's power. There are two major drawbacks with the upgrade system. The first is that it can be difficult to determine the items that are upgradeable because the upgrade vendors do not always display all of them. In addition, the upgrade textures are rendered above the item upgrader mod model and can obscure enchantment glint and other details.
The other drawback is that upgrades are costly. Each step up an item upgrade's upgrade level is a specific number of Valorstones or crests, based on the item's slot and the level of the item. Weapons, for example, require more Valorstones and crests to upgrade item. Cash shop items can help reduce the cost.
Recycles

An upgrade of a unique armor item with max defense will result in a similar type of base for an armor item that is elite. It is not a sure result, but there are occasions when an upgrade won't alter the type of the base item.
It is recommended to upgrade your BiS (Best item upgrade in Slot) and then move on to non-BiS, items. This will provide the player with an excellent foundation to build on when they're trying to level up. They can then concentrate on advancing their tiers and gain additional stats.
