Side-by-Side
This is the most popular double pushchair. It can usually seat two children side by side. They tend to be a bit wider than single pushchairs, which means they may be less nimble on the footpaths and may be a bit difficult to navigate up and down kerbs with a car seat attached. The extra size makes them easier to maneuver through doorways, and they are more evenly distributed, so it is less burdensome on your back.
They can be used as twin prams from birth and many models can be used with a carrycot or 2 car seats. Some can even be converted to one-mode with an additional basket (like the Cybex Venus).

Tandem
If you're planning to have twins, you should consider a tandem pushchair that allows children to sit together, so they can see each one another. These are great for things such as visiting the zoo as the children can look at all the animals together. They are also great for parents who need to keep one eye on their toddler stroller and the other eye on their infant, as they can see both of them at the same time.
Some tandem pushchairs offer extreme flexibility since they can be converted back to single mode. This is especially handy if you're planning to have more than two children (or just your eldest is no longer a need for a buggy). This will save you from having to store an empty buggy which can be costly.
The Cybex Venus, for example is a model that can be used in double or mono mode. Its frame expands to accommodate an additional seat. This isn't the heaviest of pushchairs, but it does come with a large basket for shopping which is located behind the front seat when in double mode (and in the back of the seat in mono mode). The seats can be placed to face each other, or one could be placed higher so that it can look at the other and see what they are doing.

Another advantage of a tandem pushchair is that it will often take two carrycots, or a car seat, and a buggy seat. You can save money by creating an entire travel system from the beginning and not making separate purchases. Keep in mind that tandems are more heavy and longer and may appear less stable when bumping up the kerbs or going over uneven surfaces. They also tend to need dismantling to fit into cars.
