The item upgrader adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager is a cost of 33 billion Angel Investors, and has no gameplay benefit other than making it easier to buy upgrades.

Costs
Upgrades have some associated costs. The first is the upgrade itself. This price is contingent on the new level of the item and the amount of perks it receives and is often expensive. It can also be expensive to upgrade an item upgrade to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of items needed to upgrade. Rarely, the new benefits obtained will cost more than one perk slot to acquire; in these situations the upgrade will replace the highest-cost perks. The upgrader may also make other adjustments to the item, like changing its weapon damage type or removing an operative or unwieldy feature. Success Rate

An Upgrade Pity is a product you can buy from the smithing NPC in Lost Ark. It increases the chance of an upgrade being successful by some percentage.
