The Item Upgrader in World of Warcraft
The War Within introduced Valorstones, and Harbinger Crests as two currencies for upgrading equipment. These can be exchanged at the item upgrader NPCs, Cuzolth and Vaskarn.
Each item can be upgraded to its maximum level only once for a slot. Then, upgrades to that slot will be cheaper. In addition the pity system introduced in The War Within lowers extreme chance of winning upgrades.
Upgrades
In gaming, upgrades are replacements for components that increase performance or provide new functionality. Upgrades can be bought or earned in many ways including through events in the game or cash shop items.
Upgrades are only available to specific items. As opposed to enchantments, which can be applied to any item, upgrades are only available to the item they are connected to. A player can see the amount of upgrades a piece of equipment is equipped with by looking at its inventory icon or by searching for that item in the shop.
There are two main drawbacks with the upgrade system. The second is that it can be difficult to determine what items are upgradeable as the upgrade vendors don't always display all of them. Additionally, the upgrade item textures are rendered above the item model which can obscure enchantment glint and other details.
Upgrades can be costly. Each step in a gear's stage of upgrade will cost a certain amount of Valorstones, or crests, based on the slot and level. Weapons, for instance require more Valorstones and crests to upgrade. Cash shop items can to lower the cost.
Recycles

Rerolls work by allowing players to refresh the items available in the current wave in exchange for a small amount materials. Prices of these weapons rise when the number of rerolls grows but some items may never be available (for example, characters who exclusively use ranged weapons will not see a melee item).

Leveling up an item doesn't only increase its bonuses, but it will also give the item a boost in tier which means that it's guaranteed to gain a certain amount of bonus statistics when upgraded in the future. It is important to only upgrade your equipment as much as you can, as any additional upgrades won't change the outcome.
